The Speakers:

Kendal R. Walus, PE

State Structure and Bridge Engineer

Virginia Department of Transportation

Mr. Walus is the State Structure and Bridge Engineer for the Virginia Department of Transportation where he is responsible for the statewide multi-faceted structure and bridge engineering program. He serves as administrator of the agency’s Structure and Bridge Division providing executive level leadership over multi-million dollar engineering programs and projects through critical review and approval of engineering plans, consultation with state and local officials and private sector consultants.

Prior to his appointment to his current position, he has worked in both the private and public sectors. He earned his B.S. and M.E. degrees in Civil Engineering from the Virginia Military Institute and the University of Virginia, respectively, and an MBA degree from the Virginia Commonwealth University. He is a registered professional engineer in Virginia and serves as a member on the AASHTO Bridge Subcommittee on Preservation.

J. Alex Foraste, PE

Water Resources Program Manager

Virginia Department of Transportation

Mr. Forasté is the State Water Resources Program Manager in the Central Office Location and Design Division at the Virginia Department of Transportation. The Water Resources program covers MS4/Stormwater and Resiliency. In this role, he coordinates among the Department Divisions, external partners, and various subject matter experts on recent resiliency research and implementation efforts.

Prior to his role at the Department, he has worked in both the private and public sectors for over 15 years. He earned B.S. and M.S. degrees in Civil Engineering with a focus on Water Resources, from the University of Vermont and the University of Virginia, respectively. From 2001 to 2003, he served as a Water Sanitation Engineer and Volunteer with the Peace Corps in Cameroon. He is a registered professional engineer in Virginia and is a member of ASCE and past president of the ASCE Blue Ridge Branch.
